Both Jon Tileston and Brent Simon were former partners in the law firm of Moran, Tileston & Simon, P.A., This firm was distinguished in a 1998 article by the Ft. Lauderdale Sun Sentinel designating the firm as the most successful eminent domain firm in Florida for obtaining benefits (money) for their clients. Mr. Holloway at that time was a civil engineer expert witness assisting the firm in obtaining this extraordinary honor.


After the passing of their partner, Steve Moran, Jon and Brent brought in their former civil engineer and current lawyer, David Holloway, and established the current firm.


Tileston, Simon & Holloway has over 50 years of combined experience in representing clients in eminent domain settlements and jury trials. This experience, along with the years working for the Florida Department if transportation and County Governments as Right-of-Way Lawyers, greatly benifits private land and business owners in obtaining full compensation for the government taking.

Jon E. Tileston is a native of Florida and has practiced law in Florida since 1979. Mr. Tileston’s courtroom experience began as an Assistant Public Defender in the Twentieth Judicial Circuit in Fort Myers. He moved to civil trials as an Assistant County Attorney for Lee County, where he first worked in the field of eminent domain.

Mr. Tileston eventually devoted himself to working as an eminent domain trial attorney, first as a Senior Attorney with the Florida Department of Transportation out of their headquarters in Tallahassee, then in his own practice representing landowners.

Mr. Tileston is a member of the Florida Bar Eminent Domain Committee and the Academy of Florida Trial Lawyers. He is a graduate of the University of Florida College of Law.


  Brent E. Simon

Brent E. Simon is a native of Florida and has been a member of the Florida Bar since 1985. Mr. Simon graduated with a BS degree from Florida State University in 1982 with a major in Government. He earned his Juris Doctorate in 1985 from Sanford University Cumberland School of Law where he was on the Journal of Trial Advocacy. Mr. Simon has lectured on "The Art of Arguing Law and Convincing a Jury" in a cutting edge condemnation trial at the American Bar Association Annual Meeting in San Francisco in 1992.

Mr. Simon was the Chief Condemning Attorney for Pasco County Florida from 1987 to 1993. Since 1993 Mr. Simon has served in the private sector practicing Eminent Domain Law exclusively. During this time he was a partner in the law firm of Moran, Tileston and Simon, P.A. which was rated number one in the State of Florida by the Ft. Lauderdale Sun Sentinal.


  David W. Holloway

David W. Holloway was born and raised in Lakeland, Florida. He graduated from the University of Florida in 1986, with a Bachelor of Science in Civil Engineering. While working on his engineering degree Mr. Holloway took electives in real estate analysis and real estate valuation. In 1991 Mr. Holloway became registered as a professional engineer, and in 1992 he became licensed as a real estate broker.

Mr. Holloway has more than ten years of experience designing and permitting roadways and other capital improvement projects in and around the Tampa Bay area.

While working as an expert witness Mr. Holloway recognized the need for an eminent domain attorney with a strong engineering background, and he pursued a law degree at Stetson University College of Law. While attending law school Mr. Holloway interned and clerked at the Florida Department of Transportation, District 7. He obtained his Juris Doctor in May 2000, graduating with honors.

Mr. Holloway now combines his engineering, real estate, and legal experience and training to represent Florida property owners whose property rights are being affected by government actions.
